Compliance with German Export Control Regulations
Foreign trade is subject to a number of restrictions stemming from EU legislation as well as the provisions of the Foreign Trade and Payments Act (Außenwirtschaftsgesetz) and its implementation, the Foreign Trade and Payments Ordinance (Außenwirtschaftsverordnung). Usage of LRZ hih-performance computers (HPC) is subject to the export control regulations, too.
These export control regulations apply also to the use of the Leibniz-Rechenzentrum (LRZ) high-performance computer systems (at present SuperMUC-NG, the Linux Cluster and the Compute Cloud). The LRZ is obligated to implement these export control regulations whenever access is granted to one of its HPC systems. Hence, all research project managers asking for access to LRZ HPC resources and all end users must submit corresponding compliance declarations.
Research-project managers requesting or currently enjoying access to LRZ HPC resources must sign the declaration of Compliance with German Export Control Regulations and send the signed declaration to the Master User of the relevant LRZ project. End user must confirm their compliance with the German Export Control Regulations by an acceptance click in the LRZ IDM Portal. Master User must affirm towards the LRZ that they will only issue user authorizations for LRZ HPC systems if the respective research-project manager has already signed the requested compliance statement.
The compliance statements read as follows:
- Research-project manager: Declaration of Compliance with German Export Control Regulations
- Master User: Compliance with German Export Control Regulations
- End user: Compliance with German Export Control Regulations
